It is a non-periodic inspection, carried out before registration, provided for in the ITV regulation. It produces the car's Spanish technical data sheet, which is what then allows it to be registered with the traffic authority. Without it there are no plates.
In the Balearics the competence belongs to the island councils, and that makes the procedure change depending on where you live.

That is what produces the ITV card. The station reports the result of the inspection to the Vehicle Register electronically and on the same day (Real Decreto 920/2017, art. 12.7), and with that you can apply for the plates.
Only two island councils publish the price of this inspection: Eivissa and Formentera, €85. Note this: that figure is not on their price pages but in the text of their fiscal by-laws, which we link at the end. Mallorca and Menorca do not publish that particular price (Menorca does publish the ones for periodic inspections). If you want the exact figure, you have to ask the station: the phone numbers are above.
It is run by the Consell's ITV service, in Son Castelló (Palma). A file is opened and, according to the Consell itself, there is no appointment system for these procedures.
In Ibiza you book by email with the Santa Gertrudis station. In Menorca, by phone with the Maó or Ciutadella stations, which TÜV Rheinland runs.
