For a used car coming from another EU country, the DGT sums it up like this:

Registration can be filed at any traffic office by appointment. Offices only see private individuals in person; companies file online.
Registration tax. Paid once, based on CO₂. In the Balearics the top band is 16 %, against a state rate of 14.75 %. Work yours out with the registration tax calculator.
Road tax (IVTM). Set by each town hall and registered before the plates are issued: Palma, Eivissa, Maó; in Formentera it is handled by the island council.
At the provincial traffic office in Palma or the local offices in Ibiza and Menorca, by appointment. Formentera has no traffic office. Most people have an agency do it.
The DGT fee for registering a car (type 1.1) is €99.77. Registration tax, local road tax and the inspection are separate.
Yes: you can apply for temporary green plates, valid for two months (extendable) with the car insured.
The German registration documents, the European certificate of conformity (CoC) and the dealer invoice showing their VAT number. That is what the import inspection and the registration application need.
